Attack bonus

How do attack bonuses work in NWN? I have heard there is a plus 20 max attack bonus, does that include both atk bonus and enhancement bonus? I know some feats add to that, but can you have plus 5 atk and 5 enhancement on the same item and it stack? And can pluses go over 20 with different kinds of bonus such as dex, atk, enhancement, etc? Inquiring minds want to know!

Attack bonus and enhancement bonus do not stack. Enhancement bonus is essentially attack bonus that also does damage.

And a note on the "they don't stack" thing, they don't stack on the bonus to the attack roll (only the higher of the two is used), but the DAMAGE aspect of enhancement bonus will 'stack' with attack bonus, even though it's really "stacking".

With either AB, or EB, there is a +20 cap

Example, if you have a sword with +5 attack bonus on it, and +3 enhancement bonus, you would have a total of +5 to your attack roll, and +3 damage when you actually hit a target.

Bonuses to attack rolls from ability scores (strenght, dexterity, wisdom): These stack with, and do NOT count towards the +20 cap.

So, If I have atk 5 on both swords, and 5 more on boots, and 5 more on armor, would that give me the max plus 20? And then, If I added 5 more on belt, would that wipe out the dual wield penalty?

Attack Bonus and Enchantment bonus can only be applied to weapons (and gloves/gauntlets). And no, it doesn't work that way.

If you want to negate the dual-wielding penalty, take the Two-Weapon Fighting feat chain. Ambidexterity > Two-Weapon Fighting > Imp. Two-Weapon Fighting.

If I understand correctly, the Attack +5 on swords counts, but the +5 Enhamncement on the other items only goes towards AC. Pls get confirmation.

If I recall correctly, attack bonus on worn items other than a weapon only count towards unarmed attacks, they do not stack with attack bonus or enhancement bonuses already on the weapon(s) or any attack bonus already on gloves. Only the highest attack bonus from any worn item or enhancement bonus from any wielded weapon will count. Also, attack bonuses from worn items do not stack with each other. Someone may wish to test to confirm this.

This is all concerning the to-hit roll specifically. Damage bonuses from enhancement are not affected, and attack bonuses do not include damage bonuses so thats sort of moot.
