We need people in Congress and local government who know how to prevent loopholes like this, and things like taking cash for a clunker and using it to buy a foreign car, or giving money to bailout a big company and letting the executives pay themselves huge bonuses with it. So much fail....

Dave that did hurt to watch. And unfortunately it is all to common. That kid didn't even understand why what he was doing was wrong.
A balanced budget amendment, so that legislators have to pay for crap like this as they go, and taxpayers feel the bite in their pocketbooks, would maybe get some libertarians elected so that both the crony capitalism and the giveaways would stop.
I, like LBJ, hate the thought that in this great country a child can go to bed hungry. But there is no way to stop it without it becoming the mess we have today. Today, poverty is characterized by cable TV and cell phones and junk food.
I grew up poor. I remember 18 months without TV of any sort because we couldn't afford a new B&W when ours went out, and of course we only had three channels when we did have TV. Back then, no food stamps unless you were on welfare, and even at our worst we never had to go on the dole. But we ate beans and potatoes and cornbread most nights, and since we couldn't afford school lunches, it was bologna sandwichs for lunch. pretty much every day until dad was able to get a new job.
Anyway, I know poor. And I feel sorry for the kids. But there are no easy answers.

Honestly... It boils down to... We need people whose job it is to keep tabs on the "free" money, and check what it is used for... Abuse the charity, and you become liable for paying back every cent.
Alternatively, once a person is approved for free money... They don't get it automatically. Each bill that needs to be paid has to be submitted ahead of time. Approved necessities get paid, nothing else... No more honor system and trusting people to properly spend the funds.
