I can;t.. seem to locate mine. Can anyone maybe upload the utility, if they're willing? Mine's somehow gone, probably a victim of shifting the same NWN install to different computers for coming up on seven years.

It should be located in your "utils" folder in your NWN directory.

No, what he means is, it's not actually present. Neither his nor my copy of NWN seem to have the program, and we can't seem to find an upload of it ANYWHERE.
