Carpatha and the lands outside the Dwarven Keep seem to have many, as well as Deathwater Island.

On Deathwater, it may be dependent on Lvl. Try the ruins and see what appears there

Re: Where to level....=\
This thread might be a good place for all of us to share our experiences of where was good to level for various classes/builds at certain level ranges. If we all pitch in our best data, eventually we should be able to put together a sort of "leveling guide" for the FAQ section.
For myself, I always find the "Farmer with Ant problem" quest to be the best starting point - quest gained from Kerrill in Vale Town Hall - all classes, levels 2 - 5.
After ants, I usually take on the job of rescuing the Farmers daughter from the goblin caves - quest gained from Hollan Mard inside his home at Valorians Vale:Fields - all classes, levels 5 - 7.
Both of those areas will need to be run multiple times to gain levelups. The number of runs to level will vary with XP penalties from subraces and multiclassing where applicable.
While these two areas can help get the ball rolling on levelups, I have no solution for the "poverty-stricken adventurer" syndrome that new PCs face. That issue doesn't seem to start correcting itself until level 10+

Re: Where to level....=\
I like to start by helping the Farmer's wife and getting the old man some whiskey, though both can be hazardous due to random encounters.
But it is the random encounters with random loot that supplies some great gains, esp the Half-Ogres that gather by the pumpkin vendor. They have been known to drop magical gloves of all sorts, including the occasional Epic set for Monks and other pugilists.
And it may be more Player based, but the continued tradition of helping the less fortunate, and paying the favor forward to others has been a real boon for my lowbies.

Re: Where to level....=\
To add to what has already been said; for PCs between the levels 10-20, the Ruins of Alatha can be a good place to gain experience if your able to fight the undead (either through spells and summoned warriors, divine might, or through brute force).
Both Spectres and Vampires can be tough if your not well equipped for it, and/or has the necessary supplies in healing at hand when their chill touch go through skin and bone leaving you both frightened and physical drained of energy. But the wise adventurer always keep a good stock of restorative potions/scrolls and healing potions.
Other places are the mines near Mountainholm--the lowest levels of those mines contain plenty of umberhulks to hunt down...that place can certainly go and get a bit boring in the long run though, with it's bland background...
A third hunting ground are the elemental towers in the swamp near Mistborne. The elementals there give a fair amount of xp should you be able to take them down. . .not to mention that it opens up a new hunting ground should you solve the puzzle of how to opening the ancient temple's doors.

I'm a huge fan of running several circuits of Sorgath's Temple, probably levels 5-10. Used to get some really good gear there, though I think it has changed since sparky's introduction.
