Everfull quivers do exist amongst the "miscellaneous" stuff various merchants sell.

There is a kingdom that was once trapped in perpetual night for many years, and the residents were plagued by the undead.  At some point the darkness magic was broken, and the citizens rejoiced in the restored light.  They even renamed their kingdom in honor of this protective sunlight.

There are those within this kingdom that have not forgotten the years spent under constant threat from vampires and the like.  One of these makes a point of keeping weapons enchanted to strike down the undead, making them available to those in need.  He also knows the secrets to stalking the dead and striking them down.  You can find in on an island in the middle of the kingdom, just outside the main city.
