In order to make use of the Player Item Enchantment System to make any sort of magical item, a character must possess the proper item creation feat. The feats are available to PC spellcasters (Bards, Clerics, Druids, Paladins, Rangers, Sorcerers, and Wizards) upon reaching certain levels.

Aenean Item Creation Feats Ife_x2enchring Forge Jewelry: Level 12+
