May the Lysis Bracers be added to the Reward Voucher program?
I would like to get a set made that was based on 1-5 uses/day as other Teleport effects. One is all that should be required, but due to occasional glitches, more protection may be needed.

The Bracers themselves aren't likely to go into the system the way I think your imagining... but an alternative route would be to have the Cast Spell: Contingency property instead, which can be set up to work like the bracers using the 1/4 health option... ...
