Animals Fighting Again Empty Animals Fighting Again

I noticed that some of the critters are attacking each other again; in Mountainholm proper and outside the walls, as well as Campton. This used to signal a cascade of like responses from NPC's. FYI

This seems to happen from time to time, in many towns and cities. For a long time I didn't know which was proper, for dogs and cats and guards and citizens to attack the rats and mice, or not to. I've noticed it in Macedone and even in Tradeholm, where the priestess of Asis even gets into it. Then at other times, they don't care, and the rats and mice roam at will. However, in Mountainholm, don't think I've ever seen the dogs and cats not attack the rats and mice.

The past problem is that the escalation causes NPC's to attack not only the animals, but each other causing merchant deaths and hostility towards the PC. This was fixed, and now wonder if an old model was used due to a reboot or something.
