Crystal of Lightning not working Empty Crystal of Lightning not working

Made a couple Crystals of Lightning and tried to apply it to my Everfull Quiver to obtain 1d6 Electrical Damage.  Didn't work, twice.

The Dissolution, Immolation, Glaciation, and Quaking crystals all worked fine on the Quiver.
