Exploration XP? Empty Exploration XP?

Question about XP for 'exploring a new area'. After resets, I've gotten XP for entering areas I've been through plenty of times before. Another player has told me he doesn't get that.

Is the XP supposed to be a one time thing per character ever, or does it reset along with the server?

I have had it happen both ways.

Sometimes, after a reset, I get Xp for each area I enter. Other times, after a reset, I only get XP for some areas and not others.
