For those bad people that pick on (and attack) commoners, merchants, and defenderish type NPCs, over time you will now be "forgiven". Each time you rest, your reputation with the non-hostile common factions will now improve by a small amount. You no longer need to wait to die to be able to walk into a town again. Twisted Evil

Its not that evil ones need a reason per se... its more that they may not feel like dealing with being constantly harassed wherever they go.... so they might get lazy and decide not to whack some innocents just to save a little hassle.... but with the above change, now, over time the hassle will go away.... so they have less to worry about hassle-wise...
