Hymn of the Pyre Empty Hymn of the Pyre

I was trying this and was curious, is there a check of some sort that enemies have to pass to avoid it? I was confused that it says it affects all enemies within 30ft, but when I use it I have only hit maybe a max of two when I was surrounded by maybe eight guys.
