missing quest?

Am I wrong or is the quest giver for the Teshian(?) refinery quest not giving out the quest these days?

Pardon me if I am wrong, but I could have sworn that with one of my toons, earlier in his career (perhaps 3 weeks ago) I was exploring some in the sylvan realm and went into orcwatch tower and spoke to the guy in the back who offered up a quest to go investigate/stop/something an area where orcs were mining and creating creatures/orcs/something of living steel. Recently I've tried to go back there with people to accept the quest and I can't seem to get the dialogue for the quest, instead getting the shop dialogue only.

So...am I remembering incorrectly? Is that not the spot (moonblaze). Is the quest restricted in someway?
