Disruption wave Empty Disruption wave

Twice now, Skywatcher has used her Undead Stalker disruption wave, only to have one target take 500 points, while all the rest took 38 points and 36 points I believe. Either a huge number of undead are making their saving throws, or the mechanics are bugged somehow.
