Spellbooks.. Empty Spellbooks..

I found a water elemental spellbook, for familiars. It has 10 uses, and I'm wondering if it's permanent?

From what I've seen, no. It appears to last as long as you got the familiar summoned, but it has to be used again next time you summon the familiar if you want the bonus' again. You can keep the book charged up with a scepter of magical reinvestment though.
