When you are booted by LETO, is it safe to log in another character or create a new one, or is the delay of 30 seconds for accessing the vault at all?

It's safe to log in after a few seconds, actually. That 30 seconds is just a really long buffer I have the scripting suggest...10 seconds is really enough, but some players are twitchy and might try to instantly log back in before file changes are completed if you don't tell them to take a break long enough to stand up, stretch, and sit down again.
