Nov. 3, 2011: Color Palettes Update
Posting this in it's own thread, since it's available now (on the Aenea hak download Vault page).
I've updated the color palettes for skin, hair, cloth, leather, and metal, replacing several colors that I've personally never used in the game. Due to a limitation of the game engine, this takes the form of files for the override folder instead of hak contents, so if you want to see things in-game that will get the updated colors, you'll need this override.
I recommend using it only in Aenea, as the files will also alter the look of things in single player and other multiplayer modules/servers.
Skin: New colors in bottom right corner, kind of suited for "dragon scale" skin (chromatic colors and additional metallic colors added to the existing gold). Metallic dragon scale skin colors now have a slight metallic shininess to them.
Hair: Added a rainbow color. Added in missing "shininess" for hair colors lower in the palette.
Cloth: Added a rainbow color.
Leather: Added a rainbow color.
Metal: Added a grey/black pattern for Teshian steel (looks like Damascus steel).
The rainbow colors don't actually look that good in many uses, but for what they're intended for (things like the robe of scintillating colors, which will be updated soon in-game), they will end up looking good. A few of the hair styles also look interesting with them.
I also updated the color palettes web page with all new graphics, plus the newer Aenea versions of the palettes.

Do the in-game colour palettes reflect this change ?
Or would it need to be a new item/placeable?
If these are just texture overides would it not also overide the texture on the placeable ?... Meaning that if you had the overides (or not) the colour placeable would show the correct colour for you, as you would see it ?
It is possible to outline the changes on the website with a red marker ?... or put BOTH colour palettes (default and Aenean) on the same page to save flicking back and forth to spot the differences ?... ...
And btw, the new textures look cool... ...

The placeables in-game will need updating via a hak update (they don't directly use the image file from the override or game resources).
The changes do have a minor outline (it's white). I wasn't trying to make them stick out like a sore thumb.

Could you just verify for me that the Eyes.rar (and presumably Lips) Override that is among the Aenea recommended files takes the Eye color from Tattoo 1 and the Lip color from Tattoo 2, like this file description at the NWVault? And therefore Spectra's Tattoo color alterants will affect the Eye and Lip color?

It does yes... but the problem you might be facing is that your particular head model doesn't support coloured eyes/lips.... assuming your asking because you have a problem ?
I've noticed that some of the heads from the head shop don't support eyes or lips, some only eyes, some only lips... it's a bit of play to find out which ones work and which do not... ...

Re: Nov. 3, 2011: Color Palettes Update
No, I don't have a problem because I hadn't tried it yet. I really just stumbled onto the file description at NWVault for what I assume is the file used here at Aenea, the recommended override Eyes.rar, as I had been wondering if I could change the eye and lip color but hadn't seen any instructions here in the forum. As to whether my toon's head is eligible, a while back I had already looked into the override files, when I was asking elsewhere about which files I needed to choose a CEP head at character creation for my next character (which will be a twin of my first), so the head I'm concerned with is indeed there in the override from the files put there from the Eyes.rar. So, hopefully as you've cautioned, for this one then both the lips and the eyes are changeable. (By the way, she already has red lips, but I hadn't chosen that).
Really, I was just asking to confirm that this file description I'm reading is actually the instructions. Maybe seems obvious now, but it took me a while to figure out how to change the eye and lip color, that's all. So I'll go try out Spectra's Tattoo colorant now, to see if I can get green eyes on my toon. [Edit: I tried it, and now she has green eyes, she is sooo awesome looking now!]
So, for any other newbie looking for this info, if you've got the appropriate hak and/or override in, generally:
Eye color = Tattoo 1
Lip color = Tattoo 2

I do believe that for the default heads, yes, the file description is correct.
However, remember that the file in question only covers the default bioware heads. All the extra CEP heads.... what tat color affects what part varies head to head, if it affects the head at all.
