For the spellcraft roll to cast them: Is it a flat Base Ranks + Ability Mod vs DC, or are skill focus feats and gear with bonuses to spellcraft added as well?

Man you are super cool, thank you. Also, are the shapechange VC command options listed anywhere? I have it on an item and can't find it elsewhere.
EDIT: Found it in the updated spells thread, can it maybe be added to the site?
Double edit: Is the "permanent duration" trait on epic spells permanent forever, or just till rest, reset, etc?

How are the DCs of an Epic Spell calculated? Are there options to assign a spell school, or is it a flat 10+10 ("spell level" of 10)+Casting Stat?

Can't remember about the DC's, but as for the spellschools... all the epic spells are all effectively "divination" school, and I believe the reason school immunity 'divination' is prohibited on custom items and from DM upgrades.  Why and how the school effect plays in, I'm not sure, that's all behind the scenes coding stuff The Amethyst Dragon would have to answer.

Spell Focus feats do not affect epic spell DCs as of the last time I tested. I suggested a change once upon a time. I believe The Amethyst Dragon explained that the problem is that since the spells are all behind the scenes scripted as 'Divination' only the spell focus: Divination feats would work, but he would have to edit the scripts just for even that.

I believe his solution was to bump the epic spells up from a base 10 spell level to a base 12 or 15 (cant remember if it was 12 or 15). So based on that, pretty much all PCs get 'spell focus: epic spells' for free, but cannot improve it further directly. Indirectly, boosts to casting stat would work, though. Crid's epic spells are hitting DCs of 50 or so, I believe.

I just reached level 21 Bard and see under my magic spell radial dial an Epic Magic Icon. Can Bards get Epic Magic? Where do I read more about this to see options and such?

All I've ever seen in game are 'library areas' which i know are used to 'research' epic magic' but thats it.

Unless The Amethyst Dragon's changed anything, no, bard's do not get epic magic.  Only wizards, sorcs, clerics, druids, and palemasters should get that ability in their class abilities menu.

As for the library, there is a specific special library for epic magic.  You won't be able to get into it unless you are 21+ of the above mentioned classes (or 15 palemaster).

All those other libraries you run across are for scroll scribing.  You can scribe scrolls anywhere, but the costs for scribing are reduced if you make the scrolls in one of those libraries you run across.
