I recall having seen the code for it somewhere in the crafting forum but they aren't available in the predesigned magical items on this page. Maybe an oversight? The Amethyst Dragon would be able to answer that question.

If you are looking to teach another PC a language, there is a VC command to do it:

;;l teach xxx

NOTE: Be sure to use the player select tool on your student before entering the command.
