Semi-class relevel

My suggestion is to have relevel scales work for semi-classes too, preferably optionally.

Some characters change drastically during their existence, particularly with stat-buys, upgrades, custom items and all that jazz included, so often there's no real way to predict which semi-class will benefit them the most at the end of it(and some simply lack the foresight to test it out in previous lives).
