Could the containers for this quest be set to respawn? I find this is one quest that is a real pain to complete since it's essentially 1 shot per reset. That, and often low level characters who go after that quest don't have the open locks skill to pick the chests, and instead bash them; a less experience player on the server may very well wander through all those areas and figure that they're looking in the wrong place as they won't find any iron, and those of us that do know it's the right place can get somewhat frustrated getting a low level character out there day after day only to find each time there's no chests, or the chests are empty.
