Not Used: The Blood Forge
Make a forge somewhere that allows a person to destroy magic items in turn for BoM's. Maybe like 1 BoM for every +5 of a weapon/item. +5 periapt of wisdom=1 BoM. This would allow wizards to actually get some use out of useless items. It would also work for the player shops mentioned right under this thread. A player could actually sell the item he makes.

Oooh.... me likey.... cannibalize existing powerful items for a very very inefficient return of BoM. Still better than nothing.

well the reason i said 1 per +5 is if you go any less...youll get a saturation of em. Then mages start turnin out 20 dozen magic items by the dump truck load for sale on vendors..which fills up vendors...the database...the lag.....

the addition of random merchant stock solved the "overstocked merchant lag" issue. If by chance the venders get stuffed to thast point, it doesnt last too awful long (and doesnt need a reset to fix itself that I know of).
Using only enhancement bonuses of stat bonuses of +5 or better doesnt quite capture the concept of the tiny return from scavenging an extremely powerful item because there are items WAY more powerful than a +5 amulet/sword/whatever that have no enhancement or stat bonus whatsoever... and as such they should still yield at least one BoM. Using GP value can allow for this, and also allow a more "standardized" boundary on what items will be viable for this addition... I am all for setting the bar very high, mind you.

well what i was thinking...is you could have it add up to +5...like 5 +1 somethings instead. that way lowbies can utilize it.

I cant think of much that a level 20 PC cant defeat in aenea with the exception of Gron and maybe beholders(and that depends on various things besides level).
PCs much lower than 20 probably shouln't often be finding items valuable enough to "distill" Blood of Magic from, or even be carrying +5 items around for that matter (there are exceptions of course, this is all speaking generally).
Mind you, if the lower level PC finds such an item, I have no issue with the getting BoM from it, or even eventually stockpiling enough for a +5 upgrade. Im just thinkijng it would be more difficult for them than a higher level PC, ya know?
