Subraces

Just two quick question regarding subraces.

Subraces get additional Ability modifiers.

Are these modifiers considered to be Enhancement bonuses?

1. Do they count towards the maximum (+12) Enhancement bonus allowed per Ability?
- Example: Base Ability 10, Subrace bonus +2, Enhancement (item/spell) bonus +12 = Ability 22 or 24?
2. Do subrace Ability bonuses count when allowing a character to qualify for feats?
- Example: Base Ability STR 11 + Subrace Ability bonus +2 = STR 13. Does the character qualify for the Power Attack feat (min prerequ: STR: 13).
