Rather than go the reincarnation and ascension route, perhaps on-going 40th lvl characters could also earn an additional set of Re-level scales with each new Reward chest. This would be a bonus to the other item chosen, and offer a way to freshen the characters without losing all the precious mementos gathered along the way.

Nice idea. Keep in mind you can always ask a DM for scales if you really need them.
