Saving Throw Bonus
How do saving throw bonuses work? For instance, would a ring of resistance +3, ring of Fortitude +6 and Constitution 18 (+4) all stack and give +13 to Fortitude saving throws? Or would I only get +6 and +4 (const) for +10? OR would I only get +6 (highest).
I have seen the AC rules and understand them, but I have never seen the saving throws explained!

You can get magical and feat related bonuses to increase your saves. Some of these bonuses will affect all 3 save types (universal bonus), some will only affect a single specific save(specific save bonus), and some will only affect saves against certain types of effect (poison, disease, death, etc).

Also note that Divine Grace and Dark Blessing will stack and will not count towards the +20 cap (if your PC is has both Paladin Levels AND Blackguard levels).
A cap of +20 exists on saving throws increased (directly) by means of magical equipment, spells, or spell-like feats. Some (non-spell-like) feats — iron will, divine grace, and dark blessing — do not count towards this cap, while others — arcane defense and sacred defense — do. Indirect bonuses, such as from increasing the relevant ability, do not count towards this cap.
Saving throws can also be increased magically. However a cap of +20 exists on this. The cap applies to bonuses from magical equipment, spells, spell-like feats (e.g. bard song, divine wrath) and the feat sacred defense. There are some feats that increase saves against only against some effects like resist disease which only gives +4 to fortitude saves against disease that have not been included.
First level feats
Bullheaded,luck of heroes, snake blood and strong soul
Pre-epic feats
Great fortitude, iron will and lightning reflexes
Class/race specific feats
Divine grace, dark blessing and lucky
Epic feats
Epic fortitude, epic reflexes, epic will

In your example all those bonuses would stack, yes.
Bonuses from ability modifer to saving throws are totally uncapped.
The ring of resistance and the ring of fortitude give you a +9 top fortitude, so you can only gain another +11 to fort saves from sources that are included in the cap.
Your other 2 saves are only looking at +3 from the ring of resistance, so they can gain another +17 from capped sources.
