Custom Item question

I was looking over the Do's and Don'ts and got a little confused about this part

- Ability Bonus - limited to 6 to a single ability score, or a total combination of +10

Does this mean:

1. You can't have more than a total of +10 for all abilities on one item? EX:
A bracer with +4 STR, +4 CON, and +2 DEX

Or

2. You can't have more than a total of +10 on all custom items? Ex:
A helm with +4 WIS, a guantlet with +4 STR, and boots with +2 DEX
