could be more well-stocked.

To charge items that are not at their full 50 charge limit, seek out a
sceptre of magical reinvestment in Macedone. You will need to consume
the magic of other items to recharge the items you wish to sell to the
militia.

Anyone who has or finds these materials should contact myself or a member of the
Beuttlerian Army so that we can purchase them from you.

We should not be needing holy water. The Armory is currently stocked with 2,500 vials
of holy water.
