Farstep master
Do they get caster levels? If not, anyone happen to have suggestions on how to build one out?

No, they don't get caster levels. They do have a 3/4 BAB progression though.
Most players I've seen use the class go for just 3 levels of FSM for the unlimited teleporting ability, which isn't too large of a hit to caster levels if you're trying to go as much wizard or sorcerer as possible. Of course, if you want the other abilities (unlimited mage hound, duel-teleporting, ally summoning, and the force-push), you'll want more FSM levels.
A 10 level sacrifice for FSM really won't hurt too much if you go 30 wizard or sorc with that. You'll still have enough spell power to punch through pretty much any SR baddies will have, especially if you grab the spell penetration feats (with epic spell penetration, you'll still have an effective 36 levels for punching through SR. I think the top SR creature is 32 SR.
If you go for a 30/10 split, how yo would work it in depends on how you play the character. If you take the Farstep levels pre-epic, you'll get a higher BAB (three attacks per round), which will be helpful since your spell power will be less compared to a full single class caster. You'll have the unlimited teleporting type spells though too... Bounding step and the force push ability (the first and last abilities gained, respectively) have a TON of combat usefulness, especially as they're unlimited use (as long as you maintain a single cast of their "battery spells", transference and pheonix's teleportationc capture).
I would recommend using wizard for a FSM build... Sorcerers can become FSMs just as easily, but with how their spellslots are used, you can easily use up the casts that power the FSM abilities. With wizard, slot a single cast of teleport, transference, ect... and don't quickslot it, just leave them, and they'll power your FSM abilities.
