Speed! Empty Speed!

Anyone know if it's possible to add speed to a custom item, a la Boots of Striding and Springing? If so, what's the property name?

That's a property of only the boots of striding and springing (custom scripted), since they replace the constant speed bonus of the old (perma-Haste) boots of speed.
