If you select the option to give him soul gems to cross the river, nothing happens.

I could swear I heard about this somewhere, but in case it hasn't been mentioned: The boatman asks for a Soul Gem, but regardless how you answer, he does not take the gem, nor does he send you downstream. Just a thought, but does this have anything to do with a change in the icon of the Soul gems leading to him not recognizing them? This seems to be the case with the Maker in Macedone and Blood of Magic gems.

It worked for me once, but I'm not sure what the difference was between the time it worked and other times - because I've experienced this too.
