The current implementation of Timestop is near perfect. Doesn't require that saving throw, ect. Doesn't botch the entire server, just the current area.

Suggestion though would be.... make it an AoE with a radius about double what hellball is... which is about perceptual range. Dug into the script for the default feat based hellball... it's AoE is defined by an integer. Tweak Timestop to use double what hellball uses, and the caster will stop everything within sight of him, but not the entire area....

So not only will the spell not affect the entire server, but players on the far side of the map won't get hit with the effect either, just players and NPCs within sight of the caster.
