Metamagic Staves
There are several types of magical wizard staves in Aenea that can affect the spells cast by the wielder. Such changes take effect automatically, applying metamagic changes to spells, without the need to prepare spells with such feats.
Using such a staff is the only way that a spell can be affected by two metamagic effects at once (the first from a feat, the second from a staff).
The following are the various types of metamagic staves and their game mechanic effects.
staff of burning substitution - replaces basic "elemental" damage (acid, cold, electricity, sonic) with fire damage
staff of caustic substitution - replaces basic "elemental" damage (cold, fire, electricity, sonic) with acid damage
staff of empowerment - automatically increases the damage of instantaneous spells by +50% (Empower Spell), works with spells up to 8th level
staff of expansion - automatically increases the radius of instantaneous area effect spells, changing the radius to the next standard radius, works with spells up to 6th level
staff of fulfillment - automatically maximizes the damage dealt by cast instantaneous spells (Maximize Spell), works with spells up to 6th level
staff of icy substitution - replaces basic "elemental" damage (acid, fire, electricity, sonic) with cold damage
staff of persistence - automatically doubles the durations of cast spells that do not have an instantaneous duration and do not have a "special" duration (such as tempest's rolling thunder) (Extend Spell), works with spells up to 8th level
staff of shocking substitution - replaces basic "elemental" damage (acid, cold, fire, sonic) with electricity damage
staff of steps I - increases the "virtual level" of spells by up to +1 (+1 save DC) to a maximum of "9th level"
- examples:
charm person with this staff gets "boosted" to 2nd level (save DC = 12 + caster modifier + spell focus feats)
cone of cold with this staff gets "boosted" to 6th level (save DC = 16 + caster modifier + spell focus feats)
meteor storm (already 9th level) would be unaffected
staff of steps II - increases the "virtual level" of spells by up to +2 (+2 save DC) to a maximum of "9th level"
staff of steps III - increases the "virtual level" of spells by up to +3 (+3 save DC) to a maximum of "9th level"
staff of steps IV - increases the "virtual level" of spells by up to +4 (+4 save DC) to a maximum of "9th level"
staff of steps V - increases the "virtual level" of spells by up to +5 (+5 save DC) to a maximum of "9th level"
staff of steps VI - increases the "virtual level" of spells by up to +6 (+6 save DC) to a maximum of "9th level"
staff of steps VII - increases the "virtual level" of spells by up to +7 (+7 save DC) to a maximum of "9th level"
staff of steps VIII - increases the "virtual level" of spells by up to +8 (+8 save DC) to a maximum of "9th level"
staff of steps IX - increases the "virtual level" of spells by up to +9 (+9 save DC) to a maximum of "9th level"
staff of the abjurer - increases the save DC against the wielder's abjuration spells by +2
staff of the conjurer - increases the save DC against the wielder's conjuration spells by +2
staff of the diviner - increases the save DC against the wielder's divination spells by +2
staff of the enchanter - increases the save DC against the wielder's enchantment spells by +2
staff of the evoker - increases the save DC against the wielder's evocation spells by +2
staff of the illusionist - increases the save DC against the wielder's illusion spells by +2
staff of the necromancer - increases the save DC against the wielder's necromancy spells by +2
staff of the transmuter - increases the save DC against the wielder's transmutation spells by +2
staff of vibrating substitution - replaces basic "elemental" damage (acid, cold, electricity, fire) with sonic damage

I would like to add here the location that these staves can be purchased from but thought I'd leave it as a secret for people to dig up. Also of note is that these staves can not be crafted by any normal convention, yet. As yet in my travels across this world I have found none in the possession of monsters, bandits or enemy spellcasters.

Nope. They're coded to the tag of the specific item in-game. Custom items get their own unique tags.
Also, these properties are limited to the specified items specifically because they are a powerful ability (adding metamagic to every spell cast, without actually requiring use of a higher level spell slot or prepare it ahead of time with the metamagic, and without actually having to have that particular metamagic feat, and being able to combine with a regular metamagic feat). The tradeoffs for that are a) they're kind of expensive and b) they take up your main hand without being able to have additional benefits from the same item.
